Engineering Consultant:High River Commercial / Business Park

MD of Foothills, Alberta; Approving Agency: MD of Foothills No. 31 and Alberta Transportation

Located north of the Town of High River, Alberta within the Municipal District (MD) of Foothills No. 31, the High River Commercial & Industrial Business Park Subdivision Development consists of 102.4 acres of developable areas to be subdivided into 33 total lots that will be developed in two phases. Phase I of the development is expected to be completed by 2021 while phase II is anticipated to be developed between 2021 and 2036.


The challenges, the unique features and or the project deliveries including but not limited to:


  • Multi-traffic scenario evaluations considering the Existing, the Interim, the Future Background and the Future Total traffic conditions.
  • Intersection control mitigation evaluations based on signalization and roundabout alternatives, as well as intersection lighting warrant analyses per Alberta Transportation’s requirements. 

Scopes of work and project deliveries: 


  • Traffic Impact Assessment (TIA) Study and the Report; Intersection control and geometric configuration evaluations including signal warrant analysis and roundabout evaluations; 
  • Evaluations of additional short-term and long-term roadway and transportation improvements to ensure acceptable traffic operations as result of the proposed development. 

Precision Contractor Industrial Subdivision Development TIA

County of Vermilion River, AB; Approving Agency: County of Vermilion River & Alberta Transportation

Located in the County of Vermilion River, Alberta, the proposed Precision Contractors Industrial Subdivision Development consists of a total of 43 acres of developable area. A two (2) acre lot to be located at the proposed site access would include a gasoline service station. The remaining 41 acres lots would be intended for typical light industrial park development, i.e., combinations of buildings housing small office/shop spaces and general yard areas for storage of equipment and materials. The Consultant was retained and completed a traffic impact assessment (TIA) in support of the proposed development. 


The challenges, the unique features and the project deliveries including but not limited to:


  • Extensive work coordination with both the County of Vermilion River and Alberta Transportation on the review of Highway 16 and Range Road 14 intersection evaluation including background development review that would likely have  impacts to the evaluation as well as the alternative improvements for the Highway 16 and RR14 intersection in association with the current industrial park development.
  • Higher level analyses per the Alberta Transportation Design Bulletin #68 including but not limited to economic and cost benefit analysis between the roundabout and the traffic signal improvements alternatives for the Highway 16 and RR14 intersection.

Scopes of work and project deliveries 


  • Traffic Impact Assessment (TIA) Study and the Report; Traffic operation evaluations and Synchro modeling/level of service analyses for the site accesses and the off-site study intersections; Site Access and Circulation Evaluations; 
  • Traffic Signal Warrant Evaluations; SIDRA traffic modeling and analysis for the roundabout evaluations at Highway 16 and Range Road 14 intersection; and Cost Benefit Analysis between the Roundabout Option and the Signalization alternatives.  

Reklaw Industrial Subdivision Development TIA

County of Vermilion River, AB; Approving Agency: County of Vermilion River & Alberta Transportation

Located on the southwest quadrant of the intersection of Highway 16 (Yellowhead) and Range Road 21 in the County of Vermilion River, Alberta, the proposed Reklaw Industrial Subdivision development consists of a total of 57.8 acres of land further subdivided into eleven lots. Ten of the eleven lots will be developed as industrial park and the remaining one lot will be utilized as a self-storage facility. The industrial park land use typically includes combinations of buildings housing small office/shop spaces and general yard areas for storage of equipment and materials. The Consultant was retained and completed a traffic impact assessment (TIA) in support of the proposed development.


The challenges, the unique features and the project deliveries including but not limited to:


  • Review of future major highway improvements in the development vicinity including Highway 16 realignment project that would create a directional split Interchange of Highway 16 to provide the future Lloydminster Bypass as planned by Alberta Transportation in relation with the transportation and traffic impacts of the proposed industrial subdivision development.
  • Identifying and evaluating needed short-term and long-term roadway improvements in the development vicinity to ensure acceptable traffic operations that would satisfy both the County of Vermilion River and Alberta Transportation’s requirements.

Scopes of work and project deliveries 


  • Traffic Impact Assessment (TIA) Study and the Report; Future Traffic Demand Forecast / Projection; 
  • Traffic operation evaluations and Synchro modeling/level of service analyses for the site accesses and the off-site study intersections; 
  • Traffic signal warrant evaluations; Intersection lighting warrant analyses; and 
  • Additional short-term and long-term roadway improvements evaluations in the development vicinity to mitigate potential transportation and traffic impacts of the proposed development. 

Civil Engineering Consultant: Stafford Multi-Residential Dev

Lethbridge, Alberta; Approving Agency: The City of Lethbridge

Located in Lethbridge, Alberta, the proposed Stafford Multi-Residential Development consists of a total of forty-eight (48) residential dwelling units that will be re-zoned as D-R. The Consultant was retained by the developer to undertake a Traffic Impact Assessment (TIA) study in support of the proposed residential development. Parking Studies as part of this Civil Engineering Consultant work were required.


The challenges, the unique features and the project deliveries including but not limited to:


  • In addition to assessing the development traffic impacts, the TIA also included the intersection safety assessments considering the accident rates and collision histories at the study locations. 
  • Site access operation evaluation was also completed to assess the driveway spacing requirements based on the queuing conditions at the adjacent signalized intersection, along with the internal site circulation and safety assessment.
  • Scopes of work and project deliveries: Traffic Impact Assessment (TIA) Study and the Report; Synchro traffic modeling and level of service/capacity evaluations for the site accesses and the study intersections. 
  • Intersection level of safety, collision and hazard analyses; Site access operations and the internal site circulation assessments; and traffic and safety mitigation evaluations.  

Stafford Lake Residential Development TIA

Lethbridge County, Alberta; Approving Agency: Lethbridge County

Located in Lethbridge County, Alberta, the proposed residential development consists of a total of 219 residential lots of which 141 are for campground lots and the remaining 78 lots are to be developed as regular single-family homes. 


  • The Consultant was retained by the project owner/developer to undertake a Traffic Impact Assessment (TIA) study in support of the proposed residential development.

The scope of work and the project deliveries including but not limited to:


  • Traffic Impact Assessment (TIA) Study and the Report; Traffic Operation Evaluations, Level of Service (LOS)/Capacity Analysis for the site accesses and the study intersections; and Intersection Lighting Warrant Evaluations.

Aldersyde Shell Service Station Development TIA

MD of Foothills No. 31, Alberta; Approving Agency: The MD of Foothills and Alberta Transportation

Located in Aldersyde, the Municipal District of Foothills No. 31, Alberta, the proposed Aldersyde Shell Service Station Development consists of constructing six pumping islands with twelve fueling positions, a convenient store with a gross floor area (GFA) of 278.70 m2, a GFA of 341 m2 food service store with drive-through facility and an automotive service shop with a GFA of 260 m2. The Consultant was retained by the project developer to undertake a traffic impact assessment (TIA) in support of the proposed development. 


The challenges, the unique features and the project deliveries including but not limited to:


  • Internal capture and pass-by trips typically need to be considered for any mixed use commercial development such as the current project. 
  • No reduction for internal trips, however, was considered due to the small development size. 
  • The pass-by trip reductions were calculated and applied to both the Fast Food with Drive thru and the Gasoline Station with Convenient Market for the traffic impact analyses.

  • Traffic Impact Assessment (TIA) Study and the Report; Intersection Turning Movement Traffic Counts and Data Collection; Synchro Traffic Modeling for the Intersections and the Site Accesses; Traffic Signal Warrant Analysis, and Development Site Circulation Evaluations.

Northshore Marketplace and Northshore Vista Developments TIA

Cold Lake, Alberta; Approving Agency: The City of Cold Lake

Located in Cold Lake, Alberta, the Northshore Marketplace Outline Plan (OP) consists of 87.13 acres of developable area and includes heavy industrial park, light industrial park, neighbourhood commercial and multi-family land uses. The Northshore Vista Area Structure Plan (ASP) consists of 94.12 acres of developable area and includes multi-family, low and medium density residential, mixed use and neighbourhood commercial land uses. Each of the developments will be developed in multi-phases with the ultimate buildout year in 2036. The Consultant was retained and completed a Traffic Impact Assessment (TIA) study in support of both the Northshore Marketplace Outline Plan and the Northshore Vista Area Structure Plan developments.

The challenges, the unique features and the project deliveries including but not limited to:


  • Both of the mixed-use developments are expected to generate high number of site trips that would potentially cause significant traffic impacts to the surrounding roadway network systems. 

  1. Internal capture and pass-by trip reductions to be considered for the trip generation analysis and the traffic impact evaluations as result of the proposed mixed uses developments under the Northshore Marketplace OP and the Northshore Vista ASP. 
  2. · Trip generation forecasting for the additional background developments in addition to the proposed developments.

  • Multi-traffic scenario evaluations considering the Existing, the  Interim, the Future Background and the Future Total Traffic Conditions. 

Scopes of work and project deliveries: Traffic Impact Assessment (TIA) Study and the Report; Traffic operation evaluations of the site accesses and the off-site study intersections based the existing, interims, future background and future ultimate traffic scenarios; Traffic Signal Warrant Evaluations; and Development mitigation evaluations including identifying required intersection geometric configurations and improvements, signalization and other mitigation alternatives as well as any needed short-term and long-term roadway improvements 

Bears Den Industrial Park Development TIA

Town of Bonnyville, Alberta; Approving Agency: The Town of Bonnyville and Alberta Transportation

  

Located at the western entrance of the Town of Bonnyville, Alberta, the proposed Bears Den Industrial Park Area Structure Plan (ASP) development area consists of a total of 75.62 acres of net developable lots with four (4) development phases, of which a total of 23 acres have already existed and the remaining development phases will be built-out by 2036. The Consultant was retained and completed a Traffic Impact Assessment (TIA) study in support of the proposed Industrial Park Area Structure Plan development.


The challenges, the unique features and the project deliveries including but not limited to:


  • A total of five background developments with high trip generations were considered due to their potential traffic impacts to the development area roadway systems. 
  • Three (3) Interim Scenarios were analyzed in addition to the Existing, the Future Background and the Future Total Traffic Scenarios
  • Intersection layout assessments and traffic signal warrant and intersection lighting warrant analyses were performed for the study intersections under the different traffic and evaluation scenarios.
  • Scopes of work and project deliveries – Traffic Impact Assessment (TIA) Study and the Report; Synchro traffic modeling and level of service evaluations considering the five (5) background developments as well as all traffic evaluation scenarios; Traffic Signal Warrant Evaluation; Intersection Lighting Warrant Analysis; and Development Mitigation Evaluations including intersection layout and improvements assessments.

Tim Hortons / Shell Service Station Development TIA

Town of Bonnyville, Alberta; Approving Agency: The Town of Bonnyville and Alberta Transportation

Located in the Town of Bonnyville, Alberta, the proposed 1.55 acres development consists of a Shell Service Station with Convenience Store, Tim Hortons and additional future general retail/food establishments Bays. The engineering Consultant was retained and completed a Traffic Impact Assessment (TIA) study in support of the proposed Tim Hortons / Shell Service Station Development.

The challenges, the unique features and the project deliveries including but not limited to:


  • A total of seven background developments were included in the study due to their potential traffic impacts to the development area roadway systems. 

  1. Pass-by trip reductions was considered for the trip generation analysis and the traffic impact assessments as result of the proposed service station development. 
  2. Scopes of work and project deliveries – Traffic Impact Assessment (TIA) Study, traffic control, parking studies and the Report; Development trip generation and the background trip generation evaluation and forecasting; 
  3. Traffic Impact Assessments for the site accesses and the study intersection(s) on Alberta Provincial Highway AB 28/41 considering the multi-traffic scenarios of the Existing, Interim 2026 and 2031, the Future Background w/ and w/o Mitigation, as well as the Future 2036 Ultimate w/ Mitigation conditions; 
  4. Traffic signal warrant analysis and additional signal improvements evaluations including phase upgrading; Roundabout operation evaluations and warrant analysis; and additional development mitigation evaluations of intersection layouts/geometric and lane assignments, divisional islands and roundabout installation and etc. 

Haven Hills NE 14-62-2-4 Residential Subdivision Project TIA

MD of Bonnyville, Alberta; Approving Agency: The MD of Bonnyville and Alberta Transportation

Located on the southeast quadrant of Provincial Highway 55 and Highway 897 intersection, the Municipal District of Bonnyville, Alberta, the proposed residential development of the recently updated Haven Hills Planned Area Structure Plan (ASP) includes a total of fifty-three (53) single family country residential lots. The Consultant was retained and completed a Traffic Impact Assessment (TIA) study in support of the proposed Area Structure Plan development.

The challenges, the unique features and the project deliveries including but not limited to:


  • Development to be located close to the intersection of two major provincial highways with one of the site accesses connecting directly to one of the provincial highways.
  • Detailed intersection layout analyses required for the major provincial highway intersection to assess the proper intersection layouts for future traffic      operations. 

Scopes of work and project deliveries – Traffic Impact Assessment (TIA) Study and the Report; Synchro traffic modeling and level of services/capacity evaluations for the site accesses and the study intersections; Intersection lighting warrant evaluations; and Detailed intersection layout analysis for the study intersections to determine the proper future intersection geometric configurations for acceptable traffic operations as result of the proposed development. 

New Haven Estates Development Project TIA

MD of Bonnyville, Alberta; Approving Agency: The MD of Bonnyville and Alberta Transportation

  

Located in the Municipal District of Bonnyville, Alberta abutting the Town of Bonnyville municipal boundary to the southwest, the proposed New Haven Estates Area Structure Plan (ASP) development consists of a total of forty-six (46) single family country residential lots. The development site is accessible via local roads to and from Provincial Highway 28 both to the north and the west. The Consultant was retained and completed a Traffic Impact Assessment (TIA) study in support of the proposed ASP development.


The challenges, the unique features and the project deliveries including but not limited to:

  • A total of six (6) interim traffic operation scenarios were determined and required for the  evaluations of the intersection capacity and levels of service analyses as well as the traffic signal warrant evaluations. 
  • Scopes of work and project deliveries – Traffic Impact Assessment (TIA) Study and the Report; Traffic operation evaluations and Synchro      modeling/level of service analyses for the site accesses and the study  intersections based on a total of six (6) interim /future traffic operation scenarios as identified; Traffic Signal Warrant Evaluations; and Development Mitigation Evaluations including intersection improvements.

Foote Industrial Park Development TIA

Rural Municipality of Wilton, Saskatchewan; Approving Agency: The RM of Wilton

Located in the Rural Municipality of Wilton (RM of Wilton) just south of Lloydminister, Alberta / Saskatchewan, the proposed Foote Industrial Park Area Structure Plan (ASP) development consists of 63.26 acres of light industrial and 53.13 acres of heavy industrial subdivisions. Additional 53.13 acres of heavy industrial land use will be developed within the northern adjacent lot that that will also consist of 35.58 acres of light industrial use currently under development. The Consultant was retained and completed a Traffic Impact Assessment (TIA) study in support of the proposed Foote Industrial Park ASP development on behalf of the developer.


The scope of work and the project deliveries including but not limited to:

  • Transportation and Traffic Impacts Assessment and the Study Report 
  • Traffic operation and level of service evaluations based on multi traffic and Development scenarios including the Existing, the Background, and the Future Partial and Future full Development conditions
  • Traffic Signal Warrant Evaluations, and 
  • Additional Development Mitigation Evaluations including Intersection Improvements

Colonial Estates Subdivision Development TIA

Cold Lake, Alberta; Approving Agency: The City of Cold Lake

Located in Cold Lake, Alberta, the proposed residential and mixed use Colonial Estates Subdivision Area Structure Plan (ASP) development consists of 100 single family homes, 115 Mid-Rise Apartments units and 284 thousand square feet of commercial mixed-use retail. The development is expected to be fully built out by Year 2035. The Consultant was retained and completed a Traffic Impact Assessment (TIA) study in support of the proposed Colonial Estates Subdivision ASP. 


The challenges, the unique features and the project deliveries including but not limited to:


  • The mixed-use development is expected to generate large number of site trips that would cause the existing signalized intersection to fail. Alternative mitigation measures were considered and evaluated, and the proper intersection geometric improvements and traffic signal modifications were recommended. 
  • Multi-traffic scenario evaluations considering the Existing, the Interim, the Future Background and the Future Total Traffic Conditions were performed. 

Scopes of work and project deliveries: 


  • Traffic Impact Assessment (TIA) Study and the Report; Traffic operation evaluations of the site accesses and study intersections based on the interim and various other traffic scenarios; 
  • Traffic Signal Warrant Evaluations; and Development Mitigation Evaluations including intersection improvements, signalization and other mitigation alternatives. 

Four Projects in Northern Alberta

•  Quarters Downtown Re-Development, Edmonton, Alberta

Reviewed all concept design plans prepared by the external consultants and provided comments to improve the designs and to ensure meeting operational and design vehicle requirements; Ensured compliance with the City of Edmonton and TAC standards by checking turning radii, parking patterns, access locations, bike lanes, traffic flow, intersection controls, LRT requirements, and horizontal curvatures. 

•  41 Avenue, SW and QEII Interchange, Edmonton, Alberta

Designed the roadway taper connections between the existing 41 Avenue SW and the 4-lane Stage 1 interchange based on TAC and Alberta Transportation standards, and administered and reviewed the project Environmental Impact Assessment (EIA). 

• Jasper Place Transit Centre / LRT Station, Edmonton, Alberta

Developed a transit centre (TC) to accommodate 18 bus bays with a transit oriented development, performed assessment of existing and future traffic operations, developed access management strategies, administered circulations within the City departments, and ensured access and roadway design compliance with City of Edmonton as well as TAC standards.  

•  Diamond Ridge Subdivision Roundabout Design, Lac La Biche, Alberta

   The mixed use development consisted of residential, commercial, and shopping centre with total area of 129 acres. Work included preparing Traffic Impact Assessment and designing the 5-leg main entrance roundabout based on the international standards (NCHRP), Alberta requirements, and TAC standards. 

Traffic Accommodation Strategy, Ardmore Underground

Utility Installation Project

Ardmore Underground Civil Engineering Consultant Services required Road Upgrade  along Highway 892 (Main Street) in the Village of Ardmore required the development of Traffic Accommodation Strategy (TAS) to manage the closure of Highway 892 in the vicinity of Highway 28. Two strategies were developed, one for light traffic through a detour with a temporary road and the second for heavy traffic through township and range roads. Work included but were not limited to determining the TAS’s speed limits, sign  heights, locations and sign contents, and developed a traffic accommodation strategy/procedure to protect the workers.

Oakland County Signal System Optimization Projects

Phases I&II, Oakland County, Michigan

Projects involved the evaluation of the existing traffic signal system operations and the optimization of a total of 561 signals utilizing traffic simulation software Synchro program, Work included extensive project  coordination with the Road Commission of Oakland County (RCOC) during the implementation of new signal timings and responding to public comments/feedback.


Calhoun County Signal Optimization Project

Calhoun County, Michigan

Project consisted of 70 signalized intersections located in three different cities within Calhoun County,  Michigan. Work included data collection and management, data analysis, quality assurance/quality check (QA/QC) for all data entered into the Synchro models, managing Synchro network build up and data entry, developing coordination signal timing plans, and preparing the final project report.
